AOV-AOW issue solved for BES students in Holland

From now on, students from the Dutch Caribbean, who who are studying in the European Netherlands, will be insured under the general old-age insurance Law BES (AOV). This is decided as a result of an initiative of State Secretary for Social Affairs and Employment, Klijnsma.

In the past, students originating from Netherlands Caribbean and studying in The Netherlands were lacking a build-up of AOV rights, if they were not also officially employed in European Netherlands. The AOV rights build-up was then terminated because they were no longer were considered as a resident of the BES islands. However if, in addition to their studies, students would have an official employment , then they would automatically build-up rights under the Dutch Algemene Ouderdomswet (AOW). For those students who would have no official employment, this resulted in a “hole” in their pension.

To prevent this, Klijnsma proposed to a change in the “Besluit uitbreiding en beperking kring verzekerden volksverzekeringen BES”. This will avoid the “hole” in the AOV pension for students coming from Caribbean Netherlands and who are not working in European Netherlands.

The change is in effect from 1 July 2015.
