The RCN Social Affairs and Labor [Sociale Zaken en Werkgelegenheid, hereafter referred to as SZW] unit, managed directly from the department in the Netherlands, implements social security for the Caribbean Netherlands. The unit takes care of the implementation of various benefits such as pension benefits (AOV; General Retirement Insurance Act), income support and sickness insurance/loss of earnings. Furthermore the unit is responsible for labour inspection, work permits and labour affairs. The SZW unit has a staff of approximately 30, including 4 employees on Saba and St. Eustatius.
As the Deputy Unit Head you will define and direct work processes, procedures and policy documents within the SZW unit together with the unit manager. You are the sparring partner of the Unit Head when it comes to operational, tactical and strategic matters.
forming the unit MT and directing the unit both in terms of policy and management in collaboration with the unit manager;
defining and directing (unit-wide) duties which have been agreed with the Unit Head;
contributing to and co-directing the (re)definition and organisation of work processes, procedures and suchlike within the unit;
contributing contentwise to the drafting of management and triannual reports;
independently having consultations with island administrators and other parties/chain partners involved with the SZW-CN’s work, together with the Unit Head;
advising the Unit Head on improvements to be made to laws and regulations, and contributing the development of or adjustments to the (implementation) policy;
co-implementing the policy and laws and regulations to be executed by SZW-CN;
co-monitoring the quality and consistency of the implementation in the unit;
(co-)managing the SZW-CN unit and conducting performance interviews with staff;
dealing with and providing advice on complex, very sensitive issues in the SZW’s field; assessing the political/social risk of loss of image and any precedents;
deputising for the Unit Head in their absence (full power).
insight into and knowledge of the primary processes of and the content-related activities of SZW;
insight into the political/administrative and social context within which SZW-CN operates, particularly within the CN;
knowledge of and experience with the field of change management;
skilled in maintaining contacts in an operational network, in an administrative network and with other parties involved;
An HBO/academic level of working and thinking;
At least 5 years of experience in a similar position within the public sector, preferably within the social domain;
Good communication skills in Dutch (verbally and in writing) and English (verbally). A command of Papiamentu is considered an additional asset.
Initial salary scale 12: $ 3,584.00 to maximum $ 4,575.00 gross
Job salary scale 13: minimum $ 4,135.00 to maximum $ 5,184.00 gross
Other employment conditions:
The salary will be determined depending on training and experience.
A temporary appointment for a period of one year, in case of mutual satisfaction and if opportunity arises, there may be an extension. One is required to be able to submit a Certificate of Good Conduct [Verklaring Omtrent het Gedrag, VOG)] and a positive result of the medical examination, and as such this is part of the selection procedure. An assessment is be part of the selection procedure.
